Had I not clicked on a link to a non-related item at Sports Frog, I might've missed this very important story from the Mainichi Daily News :

TSUYAZAKI, Fukuoka -- A Fukuoka town bill that proposed making cat owners train their felines to relieve themselves in designated areas or face having their names made public has been thrown out in a wave of opposition.

The Tsuyazaki bill to "prevent damage resulting from feces of domestic dogs and cats" was defeated in the plenary session of the local assembly on Tuesday.

Included in the bill was a section requiring cat owners to train their pets to relieve themselves in designated areas, but assembly members voiced opposition against the bill, saying, "Training cats is different from training dogs and it's difficult."

Opponents also said releasing the names of residents who offended against the proposed ordinance was "taking things too far."

The ordinance bill proposed making owners carry equipment to dispose of their pets' droppings when they took them for a walk. It also proposed making owners keep their dogs on leashes at all times and making their cats relieve themselves in designated areas.

Offenders faced no penalties, but their names were to be publicly released after receiving a warning.

Town officials, who had planned to put the ordinance in action on March 1, said they would take the opposition to the bill into consideration and submit a revised version next year.
